Conclusion <br /> <br />The Redwood City Police Department’s proposed project for FY 25/26 represents a proactive approach <br />to addressing impaired driving and increasing road safety in the community. Through the funding of DUI <br />checkpoints, saturation patrols, a dedicated DUI checkpoint trailer, and specialized DUI enforcement vehicles, <br />the RCPD aims to enhance its ability to detect and deter impaired drivers. By securing adequate staffing <br />resources, the department will be better positioned to implement these initiatives and achieve measurable <br />reductions in impaired driving, ensuring safer roads for all residents and visitors of Redwood City <br /> <br />Problem Statement & Proposed Solution <br />In 2024, there were 94 collisions involving DUI in Redwood City. CVC 23152 or 23153 was the primary <br />collision factor, and 47 persons were injured as a result of those collisions. <br /> <br />In 2024, there were 36 collisions in Redwood City involving a pedestrian. Those 36 collisions resulted in 58 <br />injuries and 0 deaths. <br /> <br />During 2024, there were 56 injury collisions that occurred in Redwood City between 2100 and 0259 hours. <br />That is 15 more collisions during that same timeframe in 2023, resulting in a 37% increase in nighttime <br />collisions. <br /> <br />It should be noted that the Redwood City Police Department has increased its staffing levels, resulting in <br />officers participating in an increased number of grant funded enforcement campaigns thus far. The <br />department now anticipates being able to identify officers who can attend training, and eligible officers to be <br />able to attend advanced training such as ARIDE and instructor courses. This will also facilitate our Traffic <br />Unit’s ability to commit to their responsibilities, such as providing educational presentations and conducting <br />traffic enforcement. <br /> <br />It should also be noted that the Redwood City Police Department was able to conduct two DUI Checkpoints <br />for the fiscal year 2023/2024. The checkpoints resulted in 1 DUI arrest, 1 felony warrant arrest, and one 1 <br />firearm possession arrest and the issuance of 24 citations for drivers operating vehicles unlicensed or with a <br />suspended/revoked license. The Department had not been able to conduct a checkpoint since 2015 due to <br />critical staffing levels and the onset of Covid-19. This is a very positive outlook for the Department, so much <br />that we are already planning our summertime DUI checkpoint deployment. This shows significant promise for <br />future enforcement. <br /> <br />We would also like to deploy a dedicated DUI Traffic Enforcement car. Having an officer specifically focused <br />on nighttime traffic and DUI enforcement could help address the heightened risk during late-night hours when <br />alcohol-related incidents are more likely. Proposed days and times would be Wednesday through Saturday <br />from 1630 to 0230 hours. These days and hours align with peak traffic times and the heightened potential for <br />impaired drivers. <br /> <br />A few additional considerations might be: <br /> <br />• Strategic Placement: Positioning the officer in areas with historically higher DUI incidents or crashes <br />could improve effectiveness. Using data analytics from past DUI arrests or accident reports help <br />pinpoint where to focus resources. <br />• Collaboration: Working with local bars or restaurants to encourage safe driving or provide options <br />like ride-sharing promotions could also complement the enforcement efforts. <br />• Public Awareness: Another way to bolster this strategy could be through public education <br />campaigns. Informing the community about the new focused enforcement during these hours may act <br />as a deterrent for potential offenders.
