• Officer Rest Area: It can provide officers with a place to take breaks, stay warm or cool, and rest during long shifts, helping to maintain morale and ensure that officers remain alert during operations. • Processing Area: The trailer can be equipped with space to facilitate preliminary breath tests or field sobriety testing, increasing efficiency and reducing delays in processing suspected impaired drivers. Having a dedicated DUI checkpoint trailer would streamline checkpoint operations, allowing officers to focus more on enforcement and safety rather than logistical challenges. 4. Dedicated DUI Enforcement Patrol Vehicles To enhance the RCPD’s ability to respond quickly and effectively to DUI-related incidents, the proposal includes funding for two (2) dedicated marked DUI enforcement patrol vehicles. These specialized vehicles would be equipped with the necessary technology, tools, and equipment to assist officers in detecting and apprehending impaired drivers. The benefits of dedicated DUI enforcement vehicles include: • Improved Visibility: Marked patrol cars specifically designated for DUI enforcement can serve as an additional deterrent, making it clear to the public that officers are actively monitoring for impaired drivers. • Specialized Equipment: These vehicles would be equipped with advanced DUI detection tools, such as mobile breath testing devices, night-vision equipment, and other technologies designed to identify impaired drivers efficiently. • Efficient Response: Having dedicated vehicles means that officers can respond more quickly to incidents involving suspected impaired drivers. It also allows for better coordination during saturation patrols or checkpoint operations. These vehicles would be optimized for DUI enforcement, making them a key resource for ensuring that officers can respond rapidly and effectively to suspected impaired driving on the roads. 5. Staffing Funding For the proposed project to be successful, adequate staffing funding is essential. The project will require additional officers and support staff to conduct the DUI checkpoints and saturation patrols, ensuring that the operations are properly staffed, managed, and executed. The staffing funding will cover overtime for existing officers or the hiring of additional officers, depending on the needs of the department. By providing sufficient staffing, the RCPD can ensure that DUI checkpoints and saturation patrols are adequately supported, minimizing the risks of impaired driving and maximizing the effectiveness of the enforcement efforts. 6. Expected Outcomes The anticipated outcomes of this proposed project are: • Reduced Impaired Driving: Increased enforcement and visibility through DUI checkpoints and saturation patrols should deter drivers from operating under the influence, leading to a reduction in DUI-related accidents, injuries, and fatalities. • Increased DUI Arrests: With more officers on the streets and better equipment, the RCPD will be more effective at identifying and apprehending impaired drivers, leading to more arrests and prosecutions for DUI offenses. • Community Awareness: The implementation of DUI checkpoints and saturation patrols will serve as a public reminder of the risks and consequences of impaired driving, further educating the community on the importance of road safety.
