REDWOOD CITY POLICE DEPARTMENT

All grant awards, including any adjustments to requested funding, were made by the Cannabis
Grants Unit based on the merits of the Grant Application, scale of operation, and in accordance with
the Request for Application (RFA) requirements and associated regulations. As a result, not all
Project activities and items detailed in Schedule A are applicable. Refer to Schedule B - Detailed
Budget Estimate for approved Budget line items and Project activities. Project activities and items
that are not clearly identified/specified in the Grant Agreement must be submitted to and approved
by CGU prior to purchase.

Project Description
The Redwood City Police Department (RCPD) is committed to ensuring public safety by addressing
impaired driving, which is a significant risk to road users. The department aims to enhance its ability to detect
and apprehend impaired drivers while enforcing the vehicle code effectively. To build on its commitment, the
RCPD is proposing an important initiative for Fiscal Year 2025/2026, which focuses on expanding its DUI
enforcement operations. The proposed project includes funding for additional staffing, specialized equipment,
and vehicles to further strengthen the department's DUI prevention efforts. Below is a detailed breakdown of
the proposed project:

1. DUI Checkpoints

The cornerstone of the proposed project is the funding for two (2) DUI checkpoints. These checkpoints are
essential in deterring impaired driving by providing visible enforcement and increasing the likelihood that
drivers will be tested for alcohol or drugs. Checkpoints have proven to be effective tools in preventing DUI-
related incidents because they create a visible deterrent and offer officers the opportunity to stop drivers at
random to assess impairment. In addition to catching impaired drivers, these checkpoints serve as an
educational tool, raising awareness about the consequences of impaired driving.

By conducting these checkpoints in high-traffic or high-risk areas, the RCPD can significantly reduce the
occurrence of DUI offenses. The funding for these checkpoints will support planning, staffing, logistics, and
coordination with other agencies or organizations, if necessary. The checkpoints will be conducted in
compliance with legal guidelines to ensure the rights of drivers are respected while also upholding the goal of
reducing impaired driving.

2. DUI Saturation Patrols

In addition to DUI checkpoints, the proposed project seeks funding for twenty (20) DUI saturation patrols.
Saturation patrols involve increasing the presence of officers on the roads in areas with a high likelihood of
impaired drivers, particularly during times when DUI offenses are more common (e.g., late nights or
weekends). Officers on these patrols are specifically trained and equipped to identify and apprehend impaired
drivers.

These saturation patrols serve two main purposes:
• Targeted Enforcement: Officers will be strategically placed in areas where DUI incidents are
frequent or where past trends indicate high-risk behavior.
• Increased Visibility: The presence of additional officers on the road will act as a deterrent to drivers
considering operating a vehicle under the influence. Just knowing that DUI enforcement is in effect
can significantly reduce the chances of impaired driving.

By increasing the number of DUI patrols, the RCPD can more effectively detect impaired drivers and prevent
potential crashes or fatalities caused by driving under the influence.

3. DUI Checkpoint Trailer

The proposal also includes the acquisition of a dedicated DUI checkpoint trailer. A checkpoint trailer is a
mobile, self-contained unit that is specifically designed to support DUI checkpoint operations. The trailer can
be used for a variety of purposes, such as:
• Storage of Equipment: The trailer can hold equipment such as cones, barricades, signage, and
other supplies necessary for setting up a DUI checkpoint.
ATTY/RESO.0076/CC RESO CANNABIS TAX GRANT PROGRAM - EXHIBIT A
REV: 07-14-25 MI
