In addition to targeted enforcement, the Redwood City Police Department will take an active role in
engaging the community through press releases and social media platforms. As part of this targeted
enforcement, Officers will exclusively use the grant funded DUI Patrol Vehicles which will be distinctly marked
with agreed upon signage notifying the public of the grant funding. These outreach efforts will serve to inform
the public about upcoming DUI checkpoints, the presence of saturation patrols, and the overall goals of our
enforcement efforts. Furthermore, we will regularly report the results of our operations, including the number
of arrests made and the specific locations of DUI incidents. Transparency in these efforts is vital to building
trust with the community and reinforcing the message that impaired driving is a serious offense that
endangers public safety.

To meet the requirements set forth by the grant, we will compile and submit detailed reports on a quarterly
basis. These reports will provide a comprehensive overview of the data collected from our DUI/DUID
saturation patrols and checkpoints, highlighting the effectiveness of our enforcement activities and offering
insights into potential areas for future improvement.

Through these efforts, the Redwood City Police Department is committed to reducing impaired driving in
our community, ensuring that we provide a safer environment for all residents, visitors, and commuters within
our jurisdiction. The combination of data-driven enforcement, community engagement, and regular evaluation
will ensure that our approach remains adaptive, effective, and transparent.

Program Sustainability
Our request for equipment funding for the Fiscal Year 2025/2026 is significant and may initially appear as
excessive; however, it is important to understand the context of this request within the framework of our
agency’s operations and budgetary limitations. As a mid-size law enforcement agency with a limited budget
for equipment purchases, we face challenges in maintaining and upgrading our resources to effectively
address public safety concerns, specifically related to impaired driving enforcement. We respectfully ask the
grant administration to consider the pressing need for these equipment investments in light of our ongoing
commitment to reducing impaired driving incidents within our jurisdiction.

It is important to note that the equipment requested under this funding will not result in any recurring
costs. Once the requested equipment is procured, we do not foresee the need for additional grant funding for
equipment in future cycles. Instead, any subsequent funding requests would likely be focused on overtime
staffing for the continued execution of DUI saturation patrols and checkpoint operations.

As highlighted in our earlier problem statement, our current DUI checkpoint trailer, which was originally
purchased by the Redwood City Police Department (RCPD) in 1995, is now showing signs of significant
wear and age. Over the 30 years, this trailer has served us well, averaging 2 to 4 DUI checkpoints a year, in
addition we have used this trailer at other downtown events as both an educational tool and a
deterrent. Even though the trailer highlights DUI enforcement on the signs on the sides, given its current
condition, the cost to repair and continue using it would no longer be a cost-effective solution. In light of this,
we are requesting funding to replace the trailer with a new, modern DUI checkpoint trailer that will be
equipped with all necessary tools and infrastructure to support safe and efficient DUI checkpoints. If awarded
this funding, the RCPD will assume responsibility for any future maintenance costs associated with the trailer,
including outfitting the trailer with required equipment and ensuring that it remains operational throughout its
lifespan. We anticipate that the new trailer will be utilized for at least the next twenty years and will be
maintained on our premises to support our ongoing enforcement efforts.

Additionally, we are requesting funding for the purchase of two 2025 Chevrolet Electric Pursuit Blazers
AWD patrol vehicles. These vehicles will serve multiple purposes: they will be used by RCPD officers for
DUI saturation patrols, as checkpoint roving vehicles, and will also support traffic officers during
inclement weather conditions, providing them with enhanced safety and mobility in challenging driving
conditions. The decision to request electric vehicles aligns with our ongoing commitment to reducing our
carbon footprint and supporting environmentally sustainable practices. By incorporating electric vehicles into
our fleet, we not only contribute to the protection of the environment but also reduce long-term operational
costs associated with fuel and vehicle maintenance. This forward-thinking approach is in line with current
trends in law enforcement vehicle fleets and will position the Redwood City Police Department as a leader
in adopting more sustainable, energy-efficient technologies.

ATTY/RESO.0076/CC RESO CANNABIS TAX GRANT PROGRAM - EXHIBIT A
REV: 07-14-25 MI
