In summary, while our request for funding may seem substantial, it is grounded in the practical needs of our
department and the realities of our equipment limitations. By investing in the requested DUI checkpoint
trailer and electric pursuit vehicles, we are not only ensuring that we can continue our critical impaired
driving enforcement operations but also planning for long-term sustainability, both operationally and
environmentally. We appreciate the consideration of this request and remain committed to utilizing any
granted funds efficiently and effectively to protect the safety of our community.

Administrative Support
The Redwood City Police Department (RCPD) receives strong support from both our Police and City
Administration in our ongoing efforts to identify and arrest impaired drivers, ensuring our roadways remain
safe for all members of the community. The importance of these efforts is reinforced by our leadership, with
the Patrol Captain and Traffic Sergeant both playing essential roles in overseeing and ensuring the
completion of all grant activities. These individuals are responsible for managing the scheduling and staffing
for all grant-related operations, including DUI saturation patrols and DUI checkpoints. Both the Patrol
Captain and Traffic Sergeant have undergone Grant Management Training to ensure that all grant activities
are properly executed in compliance with the outlined objectives and regulations.

Currently, our department is staffed with 85 sworn officers, and we are on track to reach a full complement
of 95 officers by July 2025. This growth in staffing will further strengthen our ability to implement and sustain
the initiatives proposed in this grant, allowing us to deploy more officers to critical areas for DUI enforcement.

The equipment requests outlined in this grant application have already been thoroughly vetted and quoted
by reliable, reputable businesses that have provided us with competitive pricing. As soon as the grant
funding is approved, we anticipate that purchases can be made within Q1 of the grant cycle, allowing us to
swiftly put the requested equipment into operation.

The completion of grant-related activities, including saturation patrols and DUI checkpoints, will be a
focus throughout the duration of the grant cycle, ensuring that we maintain continuous enforcement and
outreach. We are committed to adhering to the grant’s timeline and objectives, with a strong focus on both
immediate impact and long-term results.

In recent years, the RCPD has successfully received and managed several Office of Traffic Safety (OTS)
grants, which have significantly contributed to our ongoing traffic safety efforts. For the FY23/24 OTS grant,
we exceeded expectations by achieving over 80% completion by the end of the reporting cycle, a testament
to our department's dedication and ability to meet grant deliverables. Given our track record and the internal
resources, we have in place to manage this process, we are confident in our ability to meet the requirements
of this current grant, should it be awarded.

Our department’s commitment to reducing impaired driving through targeted enforcement is unwavering, and
we are fully prepared to carry out the activities outlined in this grant proposal. With the support of our
leadership, adequate staffing, a structured approach to grant management, and a proven track record of
success, we are confident that RCPD will successfully complete this grant and achieve the stated goals,
improving road safety and enhancing the quality of life for all residents of Redwood City.
ATTY/RESO.0076/CC RESO CANNABIS TAX GRANT PROGRAM - EXHIBIT A
REV: 07-14-25 MI
