A <br />copy of the Water Rate Study will be mailed to any person upon request. <br /> <br />• Participate in the Public Hearing - On November 10, 2025, at 6:00 p.m., the City of Redwood City <br />Council will hold a public hearing to receive public feedback, including written protests, on the <br />proposed rates. Any person interested, including all water customers of the City of Redwood City, <br />may appear at the public hearing and be heard on any matter related to the proposed increase in <br />rates. <br /> <br />• Submit a Written Protest - Proposition 218 provides a “majority protest” process through which <br />any property owner or customer of record may submit one written protest per parcel subject to <br />the proposed rate increase. Written protests must be received (not postmarked) by the City Clerk <br />at City Hall by 4:00 p.m. on November 10, 2025 if delivered by U.S. Mail or email. Written protests <br />may also be hand delivered up until the close of the public input portion of the November 10, <br />2025 public hearing on the matter. Oral protests will not be counted, and only one protest per <br />parcel subject to the water rates will be counted. Immediately following the close of the public <br />hearing on November 10, 2025, protests will be counted, and if a majority of the parcels subject <br />to the proposed rate increases have submitted valid protests, then the rates will not be <br />implemented. <br /> <br />If you wish to file a written protest, please submit a letter addressed to Water Rates, City Clerk, <br />City of Redwood City, 1017 Middlefield Road, Redwood City, CA 94063 or email <br />council@redwoodcity.org. Your written protest must: <br />(i) Include a statement that it is a protest against the proposed change in rates; <br />(ii) Provide the name of the record owner or customer of record; <br />(iii) Identify the affected parcel by assessor’s parcel number or service address; and, <br />(iv) Include the signature of the record owner or customer of record with respect to <br />the identified parcel. <br /> <br />Protests will not be counted if any of the required elements of a written protest (i-iv) are omitted. <br />Protests must be filed separately from objections, which are explained below. <br /> <br />• Submit a Written Objection – Parties that wish to preserve the right to legally challenge the rate <br />update and increases must submit a written objection by 4:00 p.m. on September 25, 2025. This <br />is an exhaustion of administrative remedies requirement and is a separate legal requirement from <br />the written protest. Objections must be submitted as separate and distinct documents from <br />protests. Any written submission labeled as both a protest and an objection shall be deemed <br />invalid.
