Please note that there is a 120-day statute of limitations for challenging all water rates should the proposed
adjustments be adopted.

Single-Family Monthly Water Bills at Average Water Use (7 HCF)

RATE ADJUSTMENTS DURING WATER SHORTAGES

The proposed drought rate surcharge would be applied to the water use charges for all water customers
and implemented during locally declared water shortages, state mandated reductions in the level of water
usage, or other natural disaster or event that requires reductions in water usage. The City Council may
implement the drought surcharges as necessary, depending on the level of water use cutbacks required,
to ensure that the water utility recovers sufficient revenues to meet its expenditures and debt obligations.
For the specified water demand reduction stage, the drought surcharge would be added to the water use
charge rate to derive the water use charges to be in effect during the water shortage for each Customer
Class.

The maximum drought rate surcharges are set forth in the following table. The actual drought rate
surcharge to be applied at any time may be lower than the maximum drought rate surcharge set forth
below, will depend on the level of reduction in water usage necessary at such time, and will be calculated
in accordance with the methodology set forth in the Water Rate Study.

$51.89
$68.75
$68.75
$69.00
$75.05
$78.61
$85.61
$88.21
$91.33
$94.16
$94.94
$98.61
$105.98
$106.74
$110.45
$111.38
$113.64
$124.29
$130.36
$0 $50 $100 $150 $200
Brisbane
San Mateo
San Mateo, South SF Cal Water-Bayshore
San Carlos, South SF Cal Water-Bayshore
Foster City
Mountain View
Daly City
Palo Alto
Redwood City (current)
East Palo Alto
Menlo Park
Burlingame
San Bruno
NCCWD (Pacifica)
Redwood City (proposed)
South SF, Westborough Water District
MPWD (Belmont, San Carlos)
Millbrae
Hillsborough
Fixed Charge
Volumetric Charge
ATTY/RESO.0072/CC RESO INITIATING PROP 218 PROCESS TO ADOPT WATER RATES - EXHIBIT A
REV: 07-09-25 MI
