Executive Summary <br />City of Redwood City (0011239.02)15 Woodard & Curran, Inc. <br />Sanitary Sewer Capacity Master Plan November 2023 <br />Project Implementation Recommendations <br />The City should begin implementation of the capacity improvements recommended in this Master Plan, starting with the <br />highest ranked projects (Priority Group A). This plan does not specify an implementation schedule, as the City will need <br />to balance the timing of priority sewer improvements with the need for other capital projects, such as sewer rehabilitation <br />and pump station upgrades. The following items should be considered in project scheduling and design, and in future <br />updates of the Master Plan. <br />▪The alignments and sizes of all recommended projects should be verified with detailed predesign analyses, <br />including topographic surveys, geotechnical investigations, utility research, and constructability reviews. <br />▪Most projects detailed in this report are based on pipe replacement. The decision to parallel or replace existing <br />sewers should consider the physical condition and remaining useful life of the existing pipelines; the availability <br />of pipeline corridors for new sewer construction; and operation and maintenance concerns. <br />▪The hydraulic model has been developed to assist the City in performing capacity analyses and updating the <br />Master Plan in the future. The model should be kept up-to-date with any changes to existing sewer connections, <br />development plans, and sewer system facilities. <br />▪The City should continue with its sewer inspection and condition assessment program, identifying sewers that <br />should be replaced due to poor condition. To the extent possible, these improvements should be coordinated <br />with the recommended capacity-related improvements. <br />▪In addition to the project implementation recommendations listed above, the City should continue to address <br />I/I through continued CCTV inspection and rehabilitation of sewer mains and lower laterals. Additional flow <br />monitoring and field investigations should be conducted in high I/I areas to identify possible opportunities for I/I <br />reduction, and the resulting elimination or downsizing of some of the capacity improvement projects presented <br />herein. <br />▪The City should assess its sewer rates and connection fees and evaluate financial alternatives to fund the <br />recommended capacity improvement program, including methods for allocating costs to future development. <br />▪The City should continue to incorporate diversity, equity, and inclusion (DEI) considerations in its sewer <br />improvement programs. This includes working to minimize adverse impacts of construction on affected <br />neighborhoods and communicating the benefits of these projects to City residents and businesses. Refer to <br />Appendix E for a copy of the DEI analysis conducted for this Master Plan. <br />This Master Plan is intended to be a working document to be refined and updated as additional data and new planning <br />information becomes available. The Master Plan should be updated whenever there are major changes in planning <br />assumptions or, at a minimum, every 5 to 10 years. <br />Recommendations for Future Flow Monitoring <br />The City historically has conducted flow monitoring annually in the Main City Area. Over the last 15 years, with the <br />exception of the system-wide monitoring conducted for this Master Plan, these flow monitoring programs typically have <br />consisted of approximately 8 to 15 flow meters in a given year, at various locations depending on the City’s needs. In <br />planning for future flow monitoring, the City should consider the intended purpose(s) of the monitoring as well as past <br />experience in terms of data the City has found useful. Going forward, with the exception of limited, targeted monitoring <br />for a specific purpose, the City would likely derive more benefit from less frequent but more comprehensive flow <br />monitoring programs. <br />Goals of future flow monitoring may include: <br />•Flow or project verification.
