D-1 <br />COMPLIANCE <br />To improve compliance, the City should address the following key findings revealed during the Audit <br />prior to comple[ng its 2025 SSMP Update (see Appendix 1). <br />WDR CONFORMANCE – VIOLATIONS <br />q Failure to prevent discharges of sewage to surface waters of the State (9,618 gallons during <br />Audit period). <br />q Improve narra[ve language and harmonize structure with Reissued WDR for 2025 SSMP <br />Update. <br />IMPLEMENTATION <br />q Address WDR Conformance above by adjus[ng goals and improving SSMP implementa[on <br />to reduce future spills. <br />WDR RECOMMENDATION <br />To assess implementa[on, the City should <br />q Annually review Element 1 en[rely for ensuring all informa[on is accurate and up to date. <br />EFFECTIVENESS <br />WDR RECOMMENDATION <br />To help measure effec[veness and align with available industry standard guidance, the City should <br />check/verify the following data for inclusion in its next required SSMP update: <br />q Has the schedule for conduc[ng audits been adhered to? <br />q Has the schedule for upda[ng the Sewer System Management Plan been adhered to? <br />q Are established milestones being monitored? <br />q Is the sewer system management program descrip[on up to date? <br />q Has the SSMP been approved by the governing board on schedule (every six years)? <br />q Is asset data kept in the computerized maintenance management system, GIS, etc., up to <br />date? <br />q Does the sewer system asset overview reference up-to-date maps? <br /> <br />ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A <br />REV: 07-14-25 LF <br /> <br />Page 183 of 317
