Sewer System Management Plan licensed for Redwood City use only Page 11 of 59 <br />Specifications 5.7 – Allocation of Resources <br />WDR REQUIREMENTS <br />Specification. 5.7 (pg. 22) <br />“The Enrollee shall comply with the following requirements: <br />• Establish and maintain a means to manage all necessary revenues and expenditures related to <br />the sanitary sewer system; and <br />• Allocate the necessary resources to its sewer system management program for: <br />• Compliance with this General Order, <br />• Full implementation of its updated Sewer System Management Plan, <br />• System operation, maintenance, and repair, and <br />• spill responses.” <br />COMPLIANCE <br />The City maintains various revenue sources to maintain financial stability, meet its operational needs and <br />manage all necessary expenditures to operate its sewer system. Sources of revenue include: <br />Sewer Service Charges. <br />• This revenue source is funded by the recurring rates paid by the users of the sanitary sewer system. <br />• These monies are spent on operation of the sanitary sewer collection system, including O&M, rate- <br />funded capital improvements, and spill response, as well as Redwood City’s portion of the <br />operation of the SVCW wastewater treatment plant. <br />Wastewater Collection Capacity Charge. <br />• Capacity fee revenue is comprised of fees paid by developers to fund a proportionate share of the <br />costs of existing and future wastewater system facilities and assets that are reasonably necessary to <br />provide wastewater capacity for new development. <br />• The fee varies depending on the type of structure which will be connected (single family <br />residential, multi-dwelling unit, commercial, etc.). <br />• The fees were determined after completing a Sewer and Water Capacity Fees and User Fees Study <br />and adopted by the City through Ordinance No. 2533 on January 22, 2024. <br /> <br />ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A <br />REV: 07-14-25 LF <br /> <br />Page 18 of 317
