REQUIREMENTS <br />“The Plan must include procedures and ac<vi<es for <br />• Rou<ne evalua<on and guidance of system condi<ons, <br />• Capacity guidance and design criteria. <br />• Priori<za<on of correc<ve ac<ons. <br />• Capital improvement plan.” <br />8.2. SYSTEM EVALUATION AND CONDITION GUIDANCE REQUIREMENTS 11 <br />“The Plan must include procedures to: <br />• Evaluate the sanitary sewer system assets u<lizing the best prac<ces and technologies available. <br />• Iden<fy and jus<fy the amount (percentage) of its system for its condi<on to be assessed each year. <br />• Priori<ze the condi<on Guidance of system areas that: <br />• Hold a high level of environmental consequences if vulnerable to collapse, failure, blockage, Capacity issues, <br />or other system deficiencies. <br />• Are in or within the vicinity of surface waters, steep terrain, high groundwater eleva<ons, and <br />environmentally sensi<ve areas. <br />• Are within the vicinity of a receiving water with a bacterial-related impairment on the most current Clean <br />Water Act sec<on 303(d) List. <br />• Assess the system condi<ons using visual observa<ons, video surveillance and/or other comparable system <br />inspec<on methods. <br />• U<lize observa<ons/Audit Findings/Recommenda<ons of system condi<ons that contribute to exi<ng of <br />sewage from the system which can reasonably be expected to discharge into a water of the State. <br />• Maintain documents and recordkeeping of system evalua<on and condi<on Guidance inspec<ons and <br />ac<vi<es, <br />• Iden<fy system assets vulnerable to direct and indirect impacts of climate change, including but not limited <br />to sea level rise; flooding and/or erosion due to increased storm volumes, frequency, and/or intensity; <br />wildfires; and increased power disrup<ons.” <br /> <br /> <br /> <br />11 See Attachment D-8.1 of Reissued WDR (pages D-7 and D-8) <br />ATTY/RESO.0077/CC RESO SEWER SYSTEM MANAGEMENT PLAN - EXHIBIT A <br />REV: 07-14-25 LF <br /> <br />Page 204 of 317
