Organizational Staffing Responsibilities <br />The City’s designated LROs for wastewater collection system matters are identified below along with their <br />roles and responsibilities for the collection system operations. They are authorized to submit electronic and <br />written spill reports to both the Office of Emergency Services (OES) and the SWRCB through the CIWQS <br />database. <br />The Public Works Superintendent has the overall responsibility for implementing, periodically auditing, and <br />maintaining the City’s SSMP. He/she/they may delegate these responsibilities to his/her/their staff. <br />Each position shown in the Organizational Chart entails certain responsibilities related to the <br />implementation of the SSMP. Position descriptions are as follows: <br />• City Council – The role of the City Council is to establish policies, provide directives, and authorize <br />services and projects considering Staff recommendations. <br />• City Manager – The role of the City Manager is to lead staff according to City Council policies and <br />directives and serve as the chief correspondent to the City Council and the public. <br />• Public Communications Manager – The role of the Public Communications Manager is to ensure the <br />development and dissemination to the community of clear, accurate and comprehensive information; <br />and to continually develop methods and techniques for accomplishing improved communication <br />between the City government and the general community. <br />• Engineering and Transportation Director / City Engineer – The role of the Engineering and <br />Transportation Director is to oversee departmental performance and delegate responsibility and <br />authority to the Engineering and Transportation Assistant Director. <br />• Engineering and Transportation Assistant Director – The role of the Engineering and Transportation <br />Assistant Director is to oversee departmental performance and delegate authority and responsibility <br />to the Senior Civil Engineer. <br />• Senior Civil Engineer – The role of the Senior Civil Engineer is to oversee design and construction of <br />the City’s sewer collection and stormwater conveyance systems. Primary responsibilities are to <br />manage the City’s sewer capital improvement projects and budgets, prepare planning documents, <br />and provide recommendations in the development and implementation of engineering design and <br />construction standards for City facilities’ construction, installation, rehabilitation, repair, and <br />improvement. <br />• Staff Engineers and Engineering Inspectors – The role of the Staff Engineers and Engineering <br />Inspectors is to implement engineering design and construction standards in the City’s public works <br />projects, provide support for the City’s Sanitary Sewer Master Plan and other planning documents, <br />and perform construction inspections to ensure proper installation and operation of the sanitary <br />sewer system components. <br />• Public Works Director (LRO) – The role of the Public Works Director is to oversee departmental <br />performance and delegate authority and responsibility to the Assistant Public Works Director. <br />• Assistant Public Works Director – The role of the Assistant Public Works Director is to oversee <br />departmental performance and delegate authority and responsibility to the Public Works <br />Superintendent. <br />• Public Works Superintendent, Wastewater (LRO) – The role of the Public Works Superintendent is to <br />oversee the City’s sewer and stormwater systems.
