The City owns and operates most of the storm drains within its boundaries and has authority to <br />ensure access to these storm drains in the event of a sewer spill. In addition, Caltrans owns and <br />operates some storm drains within the City. The City is in the process of coordinating with Caltrans <br />to allow the City to respond to any sewer spills which enter a Caltrans storm drain. <br />c. The requirement that new and rehabilitated sewers and connections be properly designed, <br />constructed, tested, and inspected is found in the City Code Sections 18.237, and 27.50 to 27.61. <br />This requirement is also found in the City’s Engineering Standards, Volume 1 (Section 02730), <br />Volume 2 (M-3 to M-7 and S-1), and Volume 3 (Part IV). <br />d. Language ensuring access for maintenance, inspection, and/or repairs for portions of the service <br />lateral owned by the City is found in the City’s Engineering Standards, Volume 3 (Part VI). <br />e. The legal authority to enforce any violation of the City Code, service agreements, or other legally <br />binding procedures is provided in Chapter 27, Article XI of the City Code describes the enforcement <br />authority for any violation of the sewer ordinance. In addition, Article VI of the Regulations of Silicon <br />Valley Clean Water describe enforcement authority. <br />f. The requirement for sanitary sewers to be in dedicated City right-of-way, or within an easement <br />dedicated to the City for sanitary sewers in private property, is found in the City’s Engineering <br />Standards, Volume 3 (Part VI). Obtain easement accessibility agreements for locations requiring <br />sewer system operations and maintenance, as applicable. <br />The City has entered into agreements with the six satellite agencies that allow wastewater from <br />those agencies to flow through the Redwood City collection system to the SVCW treatment <br />facilities. These agencies are Edgewood Sewer Maintenance District, Emerald Lake Heights Sewer <br />Maintenance District, Fair Oaks Sewer Maintenance District, Kensington Square Sewer <br />Maintenance District, Oak Knoll Sewer Maintenance District, and Woodside Town Center Sewer <br />Assessment District. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />1. Are the City ordinances and standards adequate for fulfilling the SSMP Plan legal requirements? <br />2. Does the City have a process in place for periodic review and evaluation of ordinances? <br />3.
