Training <br />WDR REQUIREMENTS <br />Att. D-4.3 (pg. D-5) <br />“In-house and external training provided on a regular basis for sanitary sewer system operations and <br />maintenance staff and contractors. The training must cover: <br />• The requirements of this General Order; <br />• The Enrollee’s Spill Emergency Response Plan procedures and practice drills; <br />• Skilled estimation of spill volume for field operators; and <br />• Electronic CIWQS reporting procedures for staff submitting data.” <br />COMPLIANCE <br />The City’s training program covers numerous areas involving or associated with sewer collection systems <br />and serves to develop and maintain highly qualified, knowledgeable, and capable staff. This training is <br />provided through a variety of modes (self-study, seminars, conferences, on-the-job, etc.) and begins with <br />the first day on the job and continues regularly thereafter. <br />All City employees working in the Wastewater Division are required to obtain California Water Environment <br />Association (CWEA) Collection System Maintenance certification. <br />Staff who respond to customer service calls, including sewage spills, receive annual training on the WDR <br />regulations, the SSMP, the Spill Emergency Response Plan, and CIWQS reporting procedures. This training <br />is part classroom and part hands-on exercises and includes drills for responding to spill events. Topics <br />include containment, restoring flow, spill volume estimation, volume recovered, spill start time estimations, <br />clean up and completing the spill event data collection forms. The annual refresher training includes at least <br />one hands-on drill to test response crews on the major spill response activities, including: initial response, <br />safety responses, containment, mitigation, clean-up, volume estimated (both spilled and recovered), <br />sewage sampling and testing, reporting and documentation, and record keeping requirements. Additional <br />supplemental trainings include bypass training and emergency equipment training. <br />The City has developed a document titled Spill Response Requirements for Contracted Services for contract <br />service personnel who perform work for the City. This document is included in service agreements, <br />discussed during pre-job meetings, and m ust be kept on-site. Contractors are required to sign the document <br />to signify they understand the requirements. The Contract Service personnel are required to: <br />• Immediately notify the Public Works Services Department of any sewage spill they encounter; <br />• Make attempts to contain the spill or prevent sewage from reaching surface water or a drainage <br />system; <br />• Cordon off the area to keep the public safe; <br />• Provide photo/video documentation; and <br />• Remain onsite until City staff arrives and relieves them. <br />Although not a requirement of the WDR, the City is dedicated to providing a properly trained, safe, and <br />professional work force to operate and maintain the City’s sanitary sewer collection system.
