Sewer System Management Plan licensed for Redwood City use only Page 41 of 59 <br />• The City developed a “sewer call door hanger” which is left on a customer’s door after a <br />request for service. (See Appendix 7). <br />Disposal of pipe blocking substances. <br />SVCW accepts FOG from San Francisco, San Mateo, and Santa Clara counties at the wastewater <br />treatment plant in Redwood City. However, when the City collects debris from the sewer system, they <br />take it to a drying bed at the public works yard. This is done at the end of each shift. Once dry, the solids <br />are taken to the landfill on an as-needed basis. <br />Legal authority to prohibit discharges. <br />The City’s legal authority to prohibit improper discharges to the collection system is documented in City <br />Code, Chapter 27, Article II - Prohibitions, Sections 27.10 – General Prohibitions and Section 27.11 – <br />Specific Sources Prohibited. <br />Requirement to install grease interceptors, design standards, etc. <br />The City’s legal authority to require grease control devices is provided in City Code, Chapter 9, Article <br />IV - Adoption of 2022 State Codes, section 9.40, B. Chapter 10 of the 2022 California Plumbing Code <br />includes requirements and specifications for the installation, plumbing, and sizing of grease removal <br />devices. <br />Authority to inspect and enforce. <br />The authority to inspect grease producing facilities is found in City Code, Chapter 1, Article II, Section <br />1.10.5. SVCW, the wastewater treatment Joint Powers Authority of which the City is a part, is <br />responsible for managing the industrial waste pretreatment program that regulates industries in the <br />City. SVCW also assists with the implementation of the FOG Program. The SVCW’s authority to inspect <br />is found in the Regulations of Silicon Valley Clean Water, Article IV, Section 4.9. <br />FOG related problem areas. <br />The City has identified areas of the collection system subject to FOG and has implemented high- <br />frequency maintenance schedules specific to each line segment. The City identifies all FSEs in the City <br />and provides that list to SVCW. The City generates this list from the City’s business database, in which <br />FSEs are flagged with specific standard industrial classification (SIC) codes for food establishments. The <br />FOG Program currently includes approximately 201 FSEs. <br />Source Control Measures. <br />SVCW conducts inspections of FSEs to locate and evaluate maintenance of grease removal devices, <br />assess FOG control best management practices including maintenance frequency and adequacy, review <br />maintenance records, and distribute outreach materials. SVCW generally obtains outreach materials <br />from the Bay Area Pollution Prevention Group, a local industry organization in which SVCW is an active <br />member. SVCW, and the City, requires FSEs to maintain records of grease trap maintenance and provide <br />FSEs with one of the following logs created for that purpose: (1) grease removal device maintenance <br />log and (2) grease hauling log. <br />SVCW inspectors document inspection results using the FSE data entry form and prioritize FSEs into <br />three categories: Priority 1, Priority 2, and Priority 3. An FSE’s assigned priority level may increase or <br />decrease based upon the results of a completed inspection. Any FSEs requiring follow-up enforcement <br />actions are forwarded to the City. <br />SVCW staff maintains a database of FSE information and inspection results. SVCW provides quarterly <br />reports to the City on their inspections and findings. Meetings are held as needed following the receipt <br />of these reports to discuss issues in the field, particularly regarding areas prone to FOG problems.
