Sewer System Management Plan licensed for Redwood City use only Page 42 of 59 <br />City’s Utilities Field Supervisor and Public Works Superintendent also communicate directly with the <br />SVCW source control manager on a more regular basis as needed. SVCW staff will prepare and transmit <br />an initial Notice of Violation to FSEs when a violation is discovered. SVCW staff will also provide a written <br />explanation within 30 days of the investigation of the cause of the violation. All additional enforcement <br />is conducted by City staff. <br />EFFECTIVENESS <br />The City utilizes the following Key Performance Indicators for measuring effectiveness of this Element: <br />• Have there been any blockages/spills from any identified problem area? <br />• Is the City receiving feedback on public outreach efforts? <br />• Are the debris and other sewage solids collected during cleaning activities being disposed of <br />appropriately? <br />• Have there been spills due to excessive fats, oil, grease, roots, or non-disposable wipes discovered in <br />the sewer system during the audit period? <br />• Are there repeat offenders among FSEs? <br />• Are enforcement trends decreasing? <br />• Are Source Control and Collection staff included in the plan check process? <br />IMPLEMENTATION PLAN/SCHEDULE <br />No Plan Schedule Responsible Party <br /> E&T PWS <br />7.1 Review/evaluate enforcement and inspection findings <br />and implement changes as necessary.
