D-10) <br />“The Plan must include procedures for the Enrollee to communicate with: <br />• The public for: <br />• Spills and discharges resulting in closures of public areas, or that enter a source of drinking <br />water; and <br />• The development, implementation, and update of its Plan, including opportunities for public <br />input to Plan implementation and updates. <br />• Owners/operators of systems that connect into the Enrollee’s system, including satellite <br />systems, for: <br />• System operation, maintenance, and capital improvement-related activities.” <br />COMPLIANCE <br />When the City experiences a spill, staff follow standard procedures to secure the affected area and keep <br />the public away. This is generally done using barricades, cones and caution tape. Should the City experience <br />a spill that may require closure of public areas or enter a source drinking of water, signs will be immediately <br />placed indicating the issue and providing contact information. Staff will remain on site to provide an <br />additional safety factor until appropriate authorities respond and direct otherwise. In all cases, the City will <br />follow the advice of higher authorities, such as the local environmental health department and other <br />regulatory authorities. <br />The City communicates with the public on the development, implementation, and performance of the SSMP <br />through public meetings with the City Council. Any significant changes to sewer management policies or <br />programs are often brought before the City’s Utilities Subcommittee for review before being presented to <br />the City Council. Both Utilities Subcommittee and City Council meetings are open to the public and <br />announced on the City’s website. <br />In addition to public meetings with the Utilities Subcommittee and City Council, the City’s website provides <br />the public with information regarding the sewer services provided by the City and how customers can <br />reduce sewer spills and backups. This information can be found on-line at <br />https://www.redwoodcity.org/departments/public-works/sewer. <br />The City’s website also provides two direct means for the public to interact with the City. One is by using <br />the “myRWC” desktop and mobile application, which enables the public to report issues to City staff or <br />request a service online. The second is by using the “Contact Us” list that provides contact information for <br />the Public Works Services Department. <br />The City also maintains a “Redwood City Community GIS”. This publicly accessible database provides <br />information about City projects (including relevant contact information) and can be found on-line at <br />https://webgis.redwoodcity.org/community/. <br />The City has agreements with six satellite sewer systems to allow wastewater from those agencies to flow <br />through the Redwood City collection system to the SVCW treatment facilities. Five of the satellite systems <br />are under the jurisdiction of the County of San Mateo, and one is under the jurisdiction of the Town of <br />Woodside. The City maintains contacts at both agencies to communicate on an as-needed basis regarding <br />spill emergency response and other coordination topics.
