REV: 05-29-25 LR <br />EXHIBIT “A” <br />SCOPE OF SERVICES AND FEE <br />GENERAL AND SPECIALIZED ENVIRONMENTAL PROFESSIONAL SERVICES TO <br />SUPPORT SERVICES FOR UTILITIES SYSTEMS, DEVELOPMENT PROJECTS, <br />PARK PROJECTS, FACILITIES PROJECTS, AND OTHER ENGINEERING RELATED <br />PROJECTS. <br />Consultant shall provide as-needed, supplemental, on-call general and specialized <br />environmental professional support services during the planning, analysis, design, and <br />construction of capital improvement projects and in support of ongoing operation and <br />maintenance of the existing water, groundwater, recycled water, sewer collection, <br />stormwater, flood resilience systems, Parks, Facilities systems and infrastructure. <br />Upon written request through issuance of Task Order from the City Engineer or a Senior <br />Civil Engineer, the Consultant shall provide the following types of services: <br />A. Assist the City in obtaining all permits required to comply with applicable Federal, <br />State, and Local environmental laws and regulations. <br />B. Assist the City in various activities related to compliance with hazardous waste <br />regulations (e.g. DTSC registration for contaminated soil). <br />C. Assist the City in various activities related to compliance with California Air <br />Resources Board (CARB) regulations, primarily for Asbestos containing materials. <br />D. Prepare comprehensive environmental assessments, including technical studies, <br />monitoring reports, and any other necessary documents for City Projects’ <br />environmental regulations compliance. Regulations include but are not limited to <br />State and Federal Standards, for example: California Environmental Quality Act <br />(CEQA), National Environmental Policy Act (NEPA), and permit regulations as <br />established by the U.S. Army Corps of Engineers, California Department of <br />Transportation (Caltrans), the Regional Water Quality Control Boards, and other <br />environmental local agencies. <br />E. Conduct pre-construction survey for special status wildlife species and nesting <br />birds within all construction areas and proposed staging areas and access routes. <br />F. Prepare and conduct pre-construction environmental training covering sensitive <br />species and resources that may be in the project area. <br />G. Provide construction monitoring and mitigation services as related to <br />environmental permitting provisions. <br />H. Preparation of environmental surveys, studies, and pre- and post- construction <br />monitoring for related operations and projects. <br />I. Observe dewatering activities, maintain a monitoring log to record monitoring <br />activities, species observations and relocations, and recommend protective <br />measures if regulated species are observed.
