Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Figure 1: Map of Redwood Shores Landscape Maintenance District 1995-1 <br />ANALYSIS <br />The District is annually assessed to allow taxes to be levied and collected by the San Mateo County Tax <br />Controller and Collector’s Office with the secured property tax roll. Taxes collected help fund annual <br />landscape maintenance costs in the District. For Fiscal Year (FY) 2025-26, the total landscape <br />maintenance budget is $341,417 with 88 percent or $300,447 of the budget funded by special taxes on <br />property owners and 12 percent or $40,970 of the budget funded by the City’s General Fund. <br />The enabling document for the District established a District budget with a built-in inflation adjuster based <br />on the greater of the City’s annual percentage increase in labor costs for landscape maintenance in <br />Redwood Shores or 2 percent, but in any event the adjustment shall not exceed 3.5 percent in any fiscal <br />year. For FY 2025/26, the assessments decreased 0.3 percent. The maximum benefit assessment in FY 2024- <br />25 was $301,312 and the maximum benefit assessment for FY 2025-26 will be $300,447. <br />Only special benefits are assessed, and any general benefits have been separated as shown in the Reports <br />for the District. The 12 percent portion reflects the general benefit to the public-at-large of public areas <br />maintained by the District, all of which are publicly accessible. Pursuant to Proposition 218, costs attributed <br />to general benefits may not be assessed against parcels receiving special benefits.
