Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />Per Municipal Code Chapter 2, Article VII, Sec. 2.67.4, subsection F (Purchases Not Susceptible to <br />Competitive Bidding Process), certain purchases of goods and services that includes memberships may be <br />obtained without a competitive bidding process if such purchases are not readily adaptable to the open <br />market and bidding processes. The ADU Resource Center of San Mateo County is a joint effort of <br />Community Planning Collaborative (CPC) and the member jurisdictions that provides regional <br />membership-based assistance to member jurisdictions. Membership of this type are is not susceptible to <br />competitive bidding process. Memberships exceeding $5,000 per member must be approved by City <br />Council and memberships the City is joining as an entity must be approved by City Council. <br />The ADU Resource Center of San Mateo County directly supports the implementation of Redwood City’s <br />Housing Element by providing specialized regional technical assistance and tools that help the City <br />facilitate the production of Accessory Dwelling Units (ADUs), a key housing strategy identified in the <br />Housing Element. The Housing Element includes a goal of increasing the number of ADUs to provide lower- <br />cost housing options within existing neighborhoods, diversify the housing stock, and meet state- <br />mandated housing production targets. <br />Through its membership model, the ADU Resource Center of San Mateo County offers services such as: <br />Pre-approved ADU design templates <br />Guidance on permitting and financing options <br />Outreach and education for homeowners <br />Data tracking and policy support <br />These services reduce the administrative burden on City staff, streamline the permitting process, and <br />remove barriers for homeowners interested in building ADUs. This directly aligns with the City’s adopted <br />programs in the Housing Element focused on increasing housing opportunities through infill and gentle <br />density. <br />FISCAL IMPACT <br />$39,000 was approved for this membership as part of the FY 2025-26 budget that was approved by City <br />Council in June 2025. $1,100 is being re-allocated from office supplies to complete the $40,100 payment. <br />No budget amendment is required. This membership is funded by the General Fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />7.E. - Page 2 of 9 <br />89
