Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 25, 2025 <br />SUBJECT <br />Final acceptance of the 2024 Pavement Overlay Project (Redwood Avenue), located on Redwood Avenue <br />between El Camino Real and Valota Road, to repair and resurface roadway pavement and implement <br />traffic calming and bicycle safety improvements <br />RECOMMENDATION <br />By motion, accept the 2024 Pavement Overlay Project (Redwood Avenue) and authorize the release of <br />bonds and retention according to City procedures. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Transportation <br />BACKGROUND <br />The City’s Roadway Pavement Management Program inventories, assesses, and tracks the maintenance <br />history and condition of the City’s roadways. The City utilizes the Metropolitan Transportation <br />Commission’s StreetSaver program, input from the Public Works Services Department, maintenance <br />history, public comments and requests, and field surveys to evaluate pavement conditions and to develop <br />and prioritize roadway maintenance efforts. Street segments are selected based on an assessment of <br />overall pavement conditions, traffic volume, age of pavement, frequency of maintenance, structural <br />integrity, cost-effectiveness, pavement type, public input, utility and construction projects, and available <br />funding to maximize the efficient use of City resources. <br />The 2024 Pavement Overlay Project (Redwood Avenue) (“Project”) was designed to extend the <br />serviceable life of Redwood Avenue pavement between El Camino Real and Valota Road. The Project <br />repaired failed roadway sections and resurfaced roadway damaged by age, traffic loads, exposure to the <br />elements, and tree roots.
