Page 1 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 25, 2025 <br />SUBJECT <br />Agreement for Services with City Consultants & Research, LLC for technical assistance to implement and <br />manage grant funding from United States Department of Housing and Urban Development <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an agreement for services with City <br />Consultants & Research, LLC for technical assistance to implement and manage the City’s Community <br />Development Block Grant (CDBG), Home Investment Partnerships (HOME), HOME Investment <br />Partnerships American Rescue Plan Program (HOME-ARP), and Community Development Block Grant <br />Coronavirus (CDBG-CV) programs for a one-year term in an amount not to exceed $42,133, with two one- <br />year extensions in an amount not to exceed $38,133 for the first extension and $62,933 for a second <br />extension for a total contract amount not to exceed $143,200. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />City Consultants and Research, LLC (“Consultant”) is a firm that specializes in providing technical <br />assistance, grant writing, and grant management training for cities and counties that receive grants from <br />the U.S. Department of Housing and Urban Development (HUD). <br />As a participant in the HUD Entitlement Program, the City receives an annual allocation of CDBG funds <br />and HOME funding. These funds are used primarily for public service grants to nonprofit organizations, <br />capital improvement projects such as public facility improvements, housing rehabilitation, and in the case <br />of the HOME funds, affordable housing development or rehabilitation. During the COVID-19 Pandemic, <br />the City also received two one-time funds from HUD: HOME-ARP and CDBG-CV. <br />7.L. - Page 1 of 25 <br />236
