Page 2 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Although City staff completes much of the administrative requirements related to implementing HUD- <br />funded projects, the City utilizes consultants because of periodic increases in administrative and reporting <br />requirements at the beginning and end of each program year. Additionally, the City utilizes the expertise <br />from a consultant on larger one-time projects and to develop larger strategic planning reports, such as <br />the required five-year Consolidated Plan. The Consolidated Plan is a strategic policy document that <br />provides priorities and strategies for meeting the needs of low-income community members over a five- <br />year period. The City must submit and receive approval for the Consolidated Plans and other annual <br />reports to receive funding from HUD. The City maintains professional services contracts to provide <br />capacity for efficient turnaround times for these tasks. <br />Staff issued a Request for Proposals (RFP) from qualified CDBG and HOME subject matter consultant(s) to <br />provide technical assistance on April 25, 2025 via the City’s website and by email. Proposals were received <br />from three firms: City Consultants & Research, LLC., Grow America, and MNS Engineers. <br />Staff evaluated proposals based on the following criteria: <br />Competent and professional staff and project team <br />Extensive experience working with local governments and providing services similar to the <br />services being proposed in the City’s RFP <br />Extensive experience and knowledge of Redwood City and the broader San Mateo County <br />including local issues and needs, service providers, stakeholders, etc. <br />Proven record of completing tasks on time and on-budget <br />Flexibility in adapting the planning process to meet the needs of unique organizations <br />Prior experience in researching and analyzing federal rules and regulations pertaining to a range <br />of CDBG and HOME-eligible activities <br />Prior experience in developing and implementing 5-Year Consolidated Plans <br />ANALYSIS <br />Based on staff evaluation of all proposals, staff is recommending the City enter into an agreement with <br />City Consultants & Research, LLC. to provide CDBG/HOME technical assistance services. Final decisions <br />were based on proposal review and the competitive pricing offered by City Consultants & Research. A <br />summary of the overall costs from each proposal is listed below in Table 1. Additionally, City Consultants <br />& Research, LLC. has extensive knowledge of Redwood City due to prior work for the City as well as <br />knowledge of the County of San Mateo. <br />7.L. - Page 2 of 25 <br />237
