Page 4 of 5 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />The contract amount for Year 3 will be higher as the Consultant will be assisting staff in developing the <br />next five-year Consolidated Plan (2028-2033), which will involve significant community engagement and <br />data analysis. <br />FISCAL IMPACT <br />Federal funds, totaling $143,200, will be used to fund the agreement including proposed extensions and <br />there will be no impact to the General Fund. Staff include funding for consultant services in the annual <br />CDBG and HOME administration budgets. The year 1 amount has been included in the City’s FY 2025-26 <br />CDBG and HOME administration budget request- HUD has announced its annual funding allocations for <br />Program Year 2025 but has not yet executed a grant agreement with the City. Funding for all years of the <br />agreement will be contingent upon the City’s receipt of its annual funding allocation and executed <br />agreement from HUD. <br /> <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council could decline to approve the agreement between the City of Redwood City and City <br />Consultants and Research, LLC; however, this would impact the City’s ability to meet federal grant <br />requirements and achieve desired outcomes.
