City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
STAFF REPORT
To the Honorable Mayor and City Council
From the City Manager
DATE: August 25, 2025
SUBJECT
Agreement for Services with EKI Environment & Water, Inc. for the development of Redwood City’s 2025
Urban Water Management Plan
RECOMMENDATION
By motion, approve and authorize the City Manager to execute an Agreement for Services with EKI
Environment & Water, Inc. (EKI), until services are complete, for the development of Redwood City’s 2025
Urban Water Management Plan (UWMP) in an amount not to exceed $130,000.
STRATEGIC PLAN GUIDING PRINCIPLE
Excellence in Government Operations
BACKGROUND
The Urban Water Management Planning Act (UWMP Act) (California Water Code Sections 10610 et. seq.)
requires urban water suppliers serving more than 3,000 customers or providing more than 3,000 acre-
feet of water annually to prepare an Urban Water Management Plan (UWMP) that analyzes available
water supply during normal and dry years. The City of Redwood City (City) provides water to more than
24,000 customers and is therefore subject to the UWMP Act.
The UWMP is essential for a supplier’s long-term resource planning, helping ensure that sufficient water
supplies will be available to meet both present and future needs. Each UWMP must include a 20-year
water supply reliability assessment, a description of demand management strategies, a water shortage
contingency plan, and details on the current and planned use of recycled water. UWMP updates are
required every five years. Historically, the City has hired consultants, who specialize in UWMPs, to develop
the City’s UWMP. The City’s last UWMP was adopted in 2021, and the City’s next update, the 2025 UWMP,
is due by July 1, 2026.
7.M. - Page 1 of 24
261
