Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />To achieve this objective, on April 11, 2025, Public Works Services Department (PWS) issued a Request for <br />Proposals (RFP) for the development of the City’s 2025 UWMP. The RFP was emailed to five consulting <br />firms known to PWS and also advertised on the City’s website. <br />ANALYSIS <br />PWS received two proposals from Black Water Consulting Engineers, Inc. (Black Water) and EKI <br />Environment & Water, Inc. (EKI). Staff evaluated proposals based on several factors, including the <br />proposer’s qualifications and experience record, scope of work, and understanding of the prescriptive <br />requirements of the UWMP and RFP. After meticulous review, PWS determined that EKI has the necessary <br />expertise and experience to provide the services outlined in the RFP. EKI’s proposal provides a detailed <br />and comprehensive scope that is tailored to the City’s needs and reflects their thorough understanding of <br />the objectives of the 2025 UWMP. <br />Furthermore, EKI has previously provided the same and similar services to the City, demonstrating <br />exceptional work and a strong understanding of the City’s policies and procedures. EKI has successfully <br />completed the City’s 2015 and 2020 UWMPs, 2015 and 2020 Water Shortage Contingency Plans, and <br />Annual Water Supply and Demand Assessments for the years 2022 through 2025. Based on these factors, <br />PWS recommends awarding an agreement, until services are complete, in an amount not to exceed <br />$130,000 to EKI. <br />FISCAL IMPACT <br />The Water Utility Fund operating budget would fund the agreement amount of $130,000. No funding is <br />required from the General Fund. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />7.M. - Page 2 of 24 <br />262
