Page 1 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: August 25, 2025 <br />SUBJECT <br />Amendment No. 1 to Compost Broker Program Agreement with the San Mateo Resource Conservation <br />District with Program funded by a State grant <br />RECOMMENDATION <br />By motion, determine that due to the unique nature of the goods and services, there is only one <br />reasonable and practicable source for the required service and the contract may be awarded without a <br />competitive bidding process, and approve and authorize the City Manager to execute Amendment No. 1 <br />to Compost Broker Program Agreement with San Mateo Resource Conservation District (RCD), increasing <br />the not-to-exceed amount by $124,906 and amending the scope of services for the original term, for a <br />total not-to-exceed contract amount of $200,000 through May 1, 2026 (requires 5/7 vote). <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Sustainability <br />BACKGROUND <br />Original Scope of Program <br />The Compost Broker Program was a pilot program developed by the San Mateo County Sustainability <br />Department (County), the cities and towns of San Mateo County including City of Redwood City (City), and <br />San Mateo Resource Conservation District (RCD) to assist San Mateo County jurisdictions with SB 1383 <br />compost procurement requirements. SB 1383, a California law passed in 2016, aims to reduce short-lived <br />climate pollutants like methane, primarily by targeting organic waste. To meet the goal of cutting organic <br />waste disposal, cities and counties are required to purchase organic covered waste products, such as <br />compost, mulch, or renewable gas.
