Page 5 of 10 <br />7.J.FY2024-25 report of compliance with California Health and Safety Code Section <br />13146.4 relating to mandatory fire inspections <br />Recommendation: <br />Adopt a resolution acknowledging receipt of the FY2024-25 report of compliance <br />with California Health and Safety Code Section 13146.4 relating to mandatory fire <br />inspections. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.K.Three-year Geographic Information System (GIS) software enterprise license <br />agreement with Environmental Systems Research Institute (ESRI) <br />Recommendation: <br />By motion, determine that due to ESRI’s software compatibility with the existing <br />City programs, equipment and systems, it is unlikely that a competitive bidding <br />process would serve the City’s best interests or result in a lower price and the <br />contract may be awarded without a competitive bidding process, and approve <br />and authorize the City Manager to execute the Master Agreement Products and <br />Services (EA) for small governments and Quotation #Q-545690 with <br />Environmental Systems Research Institute (ESRI) in the amount of $180,900 to <br />provide the primary GIS technology used by City staff for a period of three years, <br />July 28, 2025 through July 27, 2028 and authorize the City Manager to increase <br />the amount of the agreement, if necessary, up to 10% not to exceed $198,990 <br />(requires 5/7 vote). <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.L.Agreement for Services with City Consultants & Research, LLC for technical <br />assistance to implement and manage grant funding from United States <br />Department of Housing and Urban Development <br />Recommendation: <br />By motion, approve and authorize the City Manager to execute an agreement for <br />services with City Consultants & Research, LLC for technical assistance to <br />implement and manage the City’s Community Development Block Grant (CDBG), <br />Home Investment Partnerships (HOME), HOME Investment Partnerships <br />American Rescue Plan Program (HOME-ARP), and Community Development <br />Block Grant Coronavirus (CDBG-CV) programs for a one-year term in an amount <br />not to exceed $42,133, with two one-year extensions in an amount not to exceed <br />$38,133 for the first extension and $62,933 for a second extension for a total <br />contract amount not to exceed $143,200. <br />5
