Waive the first reading and introduce an ordinance adding Chapter 49 (Hopeful Horizons: Empowering <br />Lives Initiative) to the Redwood City Municipal Code, an anti-camping ordinance (Attachment A) <br />modeled after the County of San Mateo’s ordinance, with an added provision authorizing the City to <br />remove an encampment with 48 hours’ notice if it is located within 200 feet of a school, the San Mateo <br />County Navigation Center (located at 275 Blomquist Street), or a waterway, and further directing staff <br />to return to the City Council within two-years of adoption of the ordinance with a comprehensive <br />review of its implementation and outcomes since adoption; and <br />2. Adopt a resolution (Attachment B) establishing the City Council Sub-Committee on homelessness. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On July 21, 2025, by way of a 6-1 vote (Council Member Sturken opposed), the City Council took the <br />following actions: <br />1.
