City Council Subcommittee on Homelessness During the July 21 City Council meeting, the Council discussed creating a new (ongoing) Sub-Committee on Homelessness (Committee) to help evaluate the City’s efforts to address homelessness. By adopting the Resolution (Attachment B), the City Council would establish the Committee. At a future date, the Mayor would appoint three Councilmembers to serve on the Sub-Committee. If established, the Committee would provide guidance on the City’s homelessness-related activities and would meet three to four times per year. In addition, to ensure sufficient time has passed since the City adopted the Ordinance, staff recommend that the Committee hold its first meeting no earlier than the first quarter of 2026. Memorandum of Understanding (MOU) with the County of San Mateo Following the July 21 City Council meeting, City and County staff have been working on a draft MOU outlining each party’s roles and responsibilities for enforcement of the Ordinance. Because the draft was not finalized in time for Council consideration, staff will return with the MOU at the second reading, contingent upon City Council approval of the reintroduced Ordinance on August 25. FISCAL IMPACT Preparation of this report was completed within existing budget allocations, and no additional appropriation was required. If the City Council adopts an Anti-Camping Ordinance, the City would utilize a portion of funding from the $2.85 million State of California Encampment Resolution Fund (ERF-4-L) grant to support its implementation. It is likely that the Department of Public Works will incur additional costs during the implementation phase. Staff will monitor these costs closely and, if necessary, request additional appropriations as part of the mid-year budget process. ENVIRONMENTAL REVIEW This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably foreseeable indirect physical change in the environment. 9.B. - Page 3 of 11 445
