No more than 15% of City funds granted can be used for administrative costs. <br />4. The amount of funds requested cannot represent more than 20% of cost of the program for <br />which funding is being requested. <br />5. Minimum application and funding award amount is $10,000. <br />6. All recipients agree to actively participate in City efforts to coordinate and improve human <br />services within the City. <br />7. The program described must respond to a basic human need. <br />These criteria are very similar to those defined in the Fiscal Year 2003-04 NOFA. One change is the $10,000 <br />minimum award, which was not included in the early decades of the program, but was added when the <br />HSFA program was restored in Fiscal Year 2015-16. The other change is that the definition of “basic human <br />need” has broadened over time. The Fiscal Year 2003-04 NOFA included specific language related to the <br />funding priorities of homeless/housing, emergency assistance, supportive services, disabled, seniors, and <br />youth. While the current language is less prescriptive, simply stating, “The program described must <br />respond to a basic human need,” the focus remains on funding activities that are vital for survival and not <br />simply improvements to quality of life. <br />While the goals, philosophy, and eligibility criteria have been consistent over time, the HHCC has used a <br />variety of rating criteria to evaluate applications over the years.
