Attachment A also includes HSFA funding amounts received for FY 2024-2025. Attachment <br />B includes a brief description of each agency and their funding request. <br />HHCC members utilized the application criteria provided in Attachment C for their recommendations, <br />including considering whether the proposed project is vital for survival for priority populations. Members <br />also reviewed and considered the projects’ timeline, goals, collaborations, population served, outreach to <br />underserved populations, and other sources of income, staffing, and marketing. For additional <br />information the HSFA application is included as Attachment D and a summary of the program is included <br />as Attachment E. <br />HHCC received a total of $212,500 in requests and had $150,000 to distribute for HSFA funding. In addition <br />to HSFA, the City also funds local agencies through federal CDBG/HOME grants. <br />HHCC Work Plan <br />Regarding potential changes to the HSFA program, in lieu of holding a separate joint study session with <br />the HHCC as previously suggested by the City Council, staff recommend that the City Council propose any <br />changes they would like to be seen in the HSFA program during this agenda item and direct staff to work <br />with the HHCC to assess the HSFA criteria and process through their Fiscal Year 2025-27 workplan taking <br />into consideration any changes proposed by the City Council today and if needed, to propose <br />recommendations on changes to the HSFA program. Currently, the HHCC is scheduled to present its two- <br />year work plan (FY2025-27) at the September 29th City Council meeting. <br />As noted above, HSFA funds are currently structured to support direct service programs that address <br />basic human needs. The current evaluation criteria, application and program summary are provided as <br />Attachments C-E for reference. <br />EQUITY IMPACT STATEMENT <br />Agencies recommended for funding are diverse and target low-income, very-low income and extremely <br />low-income populations. These agencies serve multiple generations and basic human needs by improving <br />the lives of the community members. The agencies support a range of needs and circumstances such as <br />healthcare, shelter, poverty, education and much more. <br />FISCAL IMPACT <br />The $150,000 for HSFA and $34,800 for LifeMoves Redwood Family House were approved as part of the <br />FY 2025-26 Budget. <br />9.C. - Page 5 of 27 <br />458
