By motion, approve and authorize the City Manager to execute Amendment <br />No. 6 to the Agreement for Services with Gilbane Building Company for project <br />management services for the Veterans Memorial Building/Senior Center for a <br />not-to-exceed amount of $244,365, for a total not-to-exceed amount of <br />$5,051,533; and <br />2. By motion, approve and authorize the City Manager to execute Amendment <br />No. 8 to the Agreement for Services with ELS Architecture and Urban Design for <br />construction administration services for a not to exceed amount of $153,534, for <br />a total not-to-exceed amount of $10,083,562. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.Q.Amendment No. 1 to Compost Broker Program Agreement with the San Mateo <br />Resource Conservation District with Program funded by a State grant <br />Recommendation: <br />By motion, determine that due to the unique nature of the goods and services, <br />there is only one reasonable and practicable source for the required service and <br />the contract may be awarded without a competitive bidding process, and <br />approve and authorize the City Manager to execute Amendment No. 1 to <br />Compost Broker Program Agreement with San Mateo Resource Conservation <br />District (RCD), increasing the not-to-exceed amount by $124,906 and amending <br />the scope of services for the original term, for a total not-to-exceed contract <br />amount of $200,000 through May 1, 2026 (requires 5/7 vote). <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />7.R.Approve July 21, July 22, August 16 and August 18, 2025 City Council Minutes <br />7.S.Approve claims and checks from August 25, 2025 to September 8, 2025 and <br />the usual and necessary payments through September 8, 2025 <br />7
