REV: 07-16-25 LF
system losses, and presented in five-year increments through 2050, and on an annual
basis through 2030.
Senate Bill X7-7 Per-Capita Water Usage Analysis
Consultant will complete a water use analysis to demonstrate continued compliance with
the Water Conservation Act of 2009 (Senate Bill X7-7 [SBX7-7]) and account for potential
implications of the SB 606/Assembly Bill (AB) 1668 Urban Water Use Objective (UWUO).
Pursuant to SBX7-7 and preliminary guidance from DWR, the City’s 2025 UWMP will
need to report compliance of 2020 water use targets. In 2020, the City met its SBX7-
target. Since 2020, there have been two minor service area changes.
Water Supply and Reliability Estimates
To the extent appropriate, the 2025 UWMP will incorporate information regarding the
source, nature, and projected availability of the City’s current and future water supplies.
The City’s water supply will be analyzed in five-year increments for the next 25 years for
both normal conditions and an extended five-year drought period.
As part of this task, Consultant will rely on information provided by BAWSCA, SFPUC,
and the City and assess supply availability for: (1) availability and constraints of the City’s
existing SFPUC allocation; (2) current and projected use of recycled water; (3) policies
that incentivize recycled water use; (4) potential water quality issues and/or potential
effects of water quality on management strategies; and (5) any current or planned future
water projects or water transfers.
Evaluation of Supply Versus Demand
Consultant will compare the City’s projected water supply to projected water demand in
five-year increments for the next 25 years, for normal years and for an extended five-year
drought period. To the extent that there are significant shortfalls or uncertainties identified,
Consultant will bring these issues to the City’s attention so that they can be addressed
prior to drafting the Administrative Draft UWMP.
Conduct the City Review Workshop #1
Review Workshop #1 will include a presentation of the information identified above and
will consist of an approximately one- to two-hour teleconference meeting with appropriate
stakeholders (i.e., key City staff) as identified by the City. During Review Workshop #1,
Consultant will obtain input regarding the presentation of initial findings and guidance from
the City on how to include the information into the Administrative Draft UWMP.
Task 2 Deliverables:
•Incorporation of demand projections and descriptions of the methodology
•Draft supply projections including descriptions of methodology and water source
quality, availability, and reliability
•Draft description of current and future water projects
•Draft supply versus demand projection comparisons
•Review Workshop #1, with agenda and meeting notes
ATTY/AGR.2025.176/EKI Environment & Water, Inc.
