Local funding match would be provided by ADA Transition Plan and Pavement Program
funds. Additionally, this project is on the approved list of projects in the TA Strategic Plan 2025-2029, as
required.
The proposed Measure A & W Highway Program grant request of $4 million would close the gap in project
funding and be used for 100 percent engineering design, construction, and construction management
(staffing). Therefore, staff proposes to submit a grant application to the TA to fund this project. Approval
of the attached resolution would provide the necessary support by the governing body, as required by the
funding program, as well as authorization to apply for the funding.
FISCAL IMPACT
Per the current planning level project scope, the total cost estimate for 100 percent engineering design,
construction, and construction management of the project is about $7.5 million. The project would be
funded as follows:
Table 1: Proposed Budget Sources for the Project
Program Amount Project Element Budget Status
Transportation Impact
Fee Program
$489,000 Multi-modal and traffic safety
improvements
Budgeted in mid-year FY
2024-25
MTC’s HIP Grant
Program
$1,011,000 Multi-modal and traffic safety
improvements
Budgeted in FY 2025-26
Pavement Program $1,700,000 Pavement overlay Budgeted in FY 2025-26
ADA Transition Plan $300,000 Curb ramp improvements Budgeted in FY 2025-26
Measure A & W
Highway Program
$4,000,000 100% engineering design,
Multi-modal and traffic safety
improvements, Construction
management
Not budgeted
(current grant request)
Total $7,500,000
ENVIRONMENTAL REVIEW
Authorization to submit a grant application is not a project under California Environmental Quality Act
(CEQA) as defined in CEQA Guidelines, section 15378, as applying for and accepting funding have no
potential for resulting in either a direct or reasonably foreseeable indirect physical change in the
environment.
