The first round of community <br />meetings was in April 2025 to review improvement alternatives. Per community feedback from this and <br />previous planning efforts, the project scope includes bicycle facilities, pedestrian crossing enhancements, <br />controlled crossings (new traffic signal or pedestrian hybrid beacon), Americans with Disability Act (ADA) <br />curb ramps, and pavement overlay. The overall project scope and construction management support is <br />estimated at $7.5 million. The project is planned for construction in 2027. <br />ANALYSIS <br />This project is partially funded. On December 16, 2024, the City Council approved the Transportation <br />Impact Fee (TIF) projects list, with Jefferson Avenue listed as an eligible project. $489,000 of TIF funds are <br />budgeted for the project. On June 9, 2025, the City Council approved acceptance of $1,011,000 from <br />Metropolitan Transportation Commission (MTC) through the Housing Incentive Pool (HIP) Program. While <br />project funds are budgeted in the ADA Transition Plan and Pavement Program, the traffic safety <br />improvement element needs additional funding. <br />On July 11, 2025, the San Mateo County Transportation Authority (TA) issued a call for projects for the <br />Measure A & W Highway Program. Approximately $200 million is available for the two-year cycle, with 15 <br />percent allocated to projects in mid and large size jurisdictions in San Mateo County. The focus of the <br />Measure A &W Highway Program is to reduce traffic congestion and improve circulation, mobility, and <br />safety on the most critical commute corridors in San Mateo County.
