Waive second reading and adopt an ordinance adding Chapter 49 (Hopeful Horizons: Empowering <br />Lives Initiative) to the Redwood City Municipal Code, an anti-camping ordinance (Attachment A) <br />modeled after the County of San Mateo’s ordinance, with an added provision authorizing the City to <br />remove an encampment with 48 hours’ notice if it is located within 200 feet of a school, the San Mateo <br />County Navigation Center (located at 275 Blomquist Street), or a waterway, and further directing staff <br />to return to the City Council within two-years of adoption of the ordinance with a comprehensive <br />review of its implementation and outcomes since adoption; and <br />2. Approve and authorize the City Manager to execute a Memorandum of Understanding (MOU) with <br />the County of San Mateo (Attachment B) that codifies the roles and responsibilities of both parties on <br />enforcement of the ordinance. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />On June 21, 2025, the City introduced an ordinance adding Chapter 49 (Hopeful Horizons: Empowering <br />Lives Initiative) to the Redwood City Municipal Code, an anti-camping measure modeled after the County <br />of San Mateo’s ordinance. By a 6–1 vote (Council Member Sturken opposed), the City Council approved <br />the ordinance and directed staff to return with a proposed Memorandum of Understanding (MOU) with <br />8.H. - Page 1 of 31 <br />158
