Page 2 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />the County of San Mateo to formalize the roles and responsibilities of both parties in enforcing the <br />ordinance. <br />After the July 21, 2025 meeting, staff began working with the County of San Mateo on the proposed MOU <br />and conducting additional research on designating waterways as a Sensitive Area. Based on new <br />information requiring changes to the Ordinance, it was reintroduced on August 25, 2025 with two <br />modifications: (1) adding waterways as a Sensitive Area and (2) granting the County of San Mateo and the <br />City authority to conduct all aspects of enforcement. <br />On August 25, 2025, on a 6-1 vote (Council Member Sturken opposed), the City Council waived the first <br />reading and re-introduced an ordinance adding Chapter 49 (Hopeful Horizons: Empowering Lives <br />Initiative) to the Redwood City Municipal Code, an anti-camping ordinance (Attachment A) modeled after <br />the County of San Mateo’s ordinance, with an added provision authorizing the City to remove an <br />encampment with 48 hours’ notice if it is located within 200 feet of a school, the San Mateo County <br />Navigation Center (located at 275 Blomquist Street), or a waterway, and directed staff to return to the <br />City Council within two-years of adoption of the ordinance with a comprehensive review of its <br />implementation and outcomes since adoption. The City Council also adopted a resolution establishing the <br />City Council Sub-Committee on homelessness. <br />ANALYSIS <br />Anti-Camping Ordinance <br />Chapter 49 (Hopeful Horizons: Empowering Lives Initiative) of the Redwood City Municipal Code will <br />become effective 30 days after adoption of the Ordinance (Attachment A). After the Ordinance is adopted <br />City staff will implement a communication strategy to inform both the unhoused population and the <br />broader community about when the Ordinance will take effect and how the City intends to enforce it. <br />MOU Between the City and County <br />Since the August 25, 2025 meeting, staff finalized a draft MOU (Attachment B) with the County of San <br />Mateo to codify the roles and responsibilities of both parties.
