Page 3 of 4 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />TABLE 1 <br />ROLES AND RESPONSIBILITES OF CITY AND COUNTY IN ENFORCING ANTI-CAMPING ORDINANCE <br />City Responsibilities County Responsibilities <br />- Perform all pre-enforcement activities, <br />including: <br />o Identification of encampments <br />o Coordination with Homeless <br />Outreach Team regarding outreach <br />to individuals residing in <br />encampments <br />o Coordination with Center on <br />Homelessness to identify available <br />shelter beds <br />o Confirmation that Police Department <br />and Public Works Services <br />Department staff are available to <br />assist with the removal <br />- Provide the County with a minimum of 14 <br />days’ notice prior to any encampment <br />removal. <br />- Post encampment removal notices. <br />- Perform encampment removal activities. <br />- Maintain copies of all warnings and citations <br />issued by either the City or County. <br />- Store personal property collected from <br />encampment removals. <br />- Arrest individuals who violate the Ordinance <br />if necessary. <br />- Provide an available shelter location for <br />individual(s) affected by encampment <br />removal(s). <br />- Issue warnings and citations in compliance <br />with the Ordinance. <br />- Engage with individuals residing in an <br />encampment in an attempt to locate housing <br />opportunities for such individuals. <br />Both the City and the County have the authority to issue warnings and citations to enforce all aspects of <br />the Ordinance, but the intent is for the County to issue warnings and citations on the City’s behalf. While <br />the City hopes to avoid arresting individuals who violate the Ordinance, if an arrest were necessary, under <br />the MOU, only the Redwood City Police Department may conduct the arrest. <br />FISCAL IMPACT <br />Preparation of this report was completed within existing budget allocations, and no additional <br />appropriation was required. If the City Council adopts an Anti-Camping Ordinance, the City would utilize <br />a portion of funding from the $2.85 million State of California Encampment Resolution Fund (ERF-4-L) <br />grant to support its implementation. It is likely that the Public Works Services Department will incur <br />additional costs during the implementation phase. Staff will monitor these costs closely and, if necessary, <br />request additional appropriations as part of the mid-year budget process. <br />8.H. - Page 3 of 31 <br />160
