Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 8, 2025 <br />SUBJECT <br />Agreement for Services with CPS HR Consulting for classification and compensation services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services with <br />Cooperative Personnel Services dba CPS HR Consulting to provide as-needed classification and <br />compensation consulting services in an amount not to exceed $405,000 for a three-year term, with an <br />option to extend for one additional two-year term in amount not to exceed $270,000 for a total contract <br />value of $675,000. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />The City of Redwood City relies on classification and compensation consulting services to support its <br />Human Resources Department in maintaining a competitive, equitable, and up-to-date job classification <br />system and pay structure. These services help ensure the City can attract and retain talent, support <br />internal equity, comply with applicable regulations, and respond to organizational changes. <br />To continue these services, the City issued a Request for Proposals (RFP) for professional classification and <br />compensation consulting services. A total of six proposals were received in response to the City’s RFP for <br />classification and compensation consulting services. Proposals were evaluated based on firm <br />qualifications, experience, approach, and proposed cost. Among the proposals that met the City’s <br />evaluation standards, CPS HR offered the most competitive hourly rates. <br />8.C. - Page 1 of 18 <br />18
