City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org
The table below summarizes the hourly rates for comparable staff roles submitted by each proposing firm.
As shown, CPS HR Consulting submitted the most competitive overall rates, with other firms proposing
significantly higher hourly costs for similar work.
Role / Title CPS HR
Consulting
Baker
Tilly
Evergreen
Solutions
Gallagher
(Koff)PSPC Transformance
Consulting
Project Manager / Principal
Consultant $150 – $155 $355 $250 $225 $225 $175
Senior Consultant $130 $275 $225 $195 $200 $150
Consultant / Analyst $115 $250 $195 $175 $175 $125
Administrative/Technical
Support $95 – $105 $150 $125 $125 $100 $95
ANALYSIS
Under the proposed agreement, CPS HR Consulting will provide a range of as-needed services, including:
Completion of total compensation surveys for bargaining units and employee groups.
Data collection and validation for comparator agencies.
Job analysis and internal equity assessments using a comprehensive “whole position” methodology.
Salary structure evaluation and recommendations.
Draft and final reports presenting survey results, methodology, and proposed salary structures.
Support with implementation of recommendations and staff training.
Classification review, classification/job audits, and development and/or revision of classification/job
description templates.
Compliance guidance with Americans with Disabilities Act (ADA), Fair Employment and Housing Act
(FEHA), Fair Labor Standards Act (FLSA), and other applicable regulations.
The agreement establishes an initial three-year term with a not-to-exceed amount of $405,000, equating
to an annual amount of $135,000. Although $100,000 currently is budgeted annually for classification and
compensation consulting services, a higher annual amount is recommended to provide flexibility and
ensure adequate funding for both scheduled and unanticipated needs.
The $135,000 annual amount accounts for scheduled compensation studies across several bargaining
units as well as additional workload stemming from position study (reclassification) requests. The number
of these reclassification requests is not known in advance. The timeline for SEIU to submit reclassification
requests has recently been extended from the previous two-month period (September–October) to a
four-month period (July–October), potentially increasing demand for consulting support in any given year.
If expenditures are expected to exceed the currently budgeted amount, the Human Resources
Department will submit a funding request during the appropriate budget cycle. All services will be
provided on an as-needed basis and billed monthly in accordance with the rate schedule provided in
Attachment A.
8.C. - Page 2 of 18
19
