Page 8 of 11 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />Municipal Code Updates Relating to Building Division <br />As part of the analysis of the new 2025 Building Code, staff found other areas of the Municipal Code that <br />affect the Building Division and need to be updated. Staff recommend updating the following as well: <br />Amend and clarify regulations regarding the placement of refuse/recycling cans or receptacles and <br />the parking of vehicles in public view and on private properties in Chapter 14, Section 14.72 of the <br />Municipal Code. <br />Update the placement of unregistered, and unmaintained vehicles/recreational vehicles when parked <br />on private property in public view; removed time limit and added unregistered and unmaintained. <br />Add Chapter 14, Article IX (Code Enforcement Process) to establish a process and timelines for <br />compliance with Code Enforcement Notices of Violation to ensure timely resolution. <br />Amend Chapter 24, section 24.35 (Construction Hours) to align with hours listed within Chapter 9 of <br />the Municipal Code. <br />These changes are anticipated to enhance community standards and ensure timely compliance in an effort <br />to resolve violations more quickly, minimize overall complaints by clarifying regulations, and standardizing <br />construction hours to align with the Building Code. <br />Fire Code <br />The Redwood City Fire Department’s overall approach to adopting the 2025 California Fire Code is to <br />continue the majority of ordinances previously adopted with the 2022 California Fire Code. This approach <br />ensures continuity of fire and life safety requirements while recognizing changes at the state level. <br />Key Code Changes in the 2025 Fire Code <br />Compared with the 2022 California Fire Code, the 2025 edition introduces several statewide changes, <br />including: <br />Increased wildfire-resistant construction standards <br />Expanded requirements for automated detection and suppression systems <br />Stricter evacuation and emergency planning provisions <br />More rigorous inspections and documentation of fire safety features <br />These changes are broadly required. The evacuation/emergency planning requirements are generally <br />required for all occupancies with respect to fire drills, emergency evacuations, and lockdown plans. The <br />City previously adopted these emergency planning requirements as general fire requirements, but now <br />these are being adopted as statewide requirements. <br />Proposed Local Additions to the Ordinance <br />In addition to the statewide updates, two new provisions are proposed for Redwood City’s adoption: <br />Sec. 12.16.3 – Adds Underwriters Laboratories (UL) Certification requirements to Emergency <br />Responder Radio Coverage Systems (ERCES), while reducing testing timelines and streamlining <br />validation by Redwood City Fire Department (RCFD) employees. <br />Sec. 12.31 – Expands fire sprinkler protection in areas with electric vehicle charging, ensuring <br />increased water delivery within parking areas where a greater hazard is recognized. This applies to <br />larger developments, specifically systems requiring a full National Fire Protection Association (NFPA) <br />10.B. - Page 8 of 64 <br />248
