Page 1 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 8, 2025 <br />SUBJECT <br />Study Session on the 910 Marshall project, a Downtown Planned Community Permit application for a <br />State-licensed senior residential care facility with 222 units (consisting of 188 market rate independent <br />living units and 34 assisted living and memory care units), 1,210 sq. ft. of retail, and 95 parking spaces on <br />one lot totaling 1.08 acres. The applicant is seeking waivers under the State’s Density Bonus law for height <br />(up to 250 ft. and 21 stories) and several other zoning requirements in the Downtown Precise Plan (DTPP) <br />and General Plan. <br />RECOMMENDATION <br />Receive public comment and preliminary City Council input on the project application. No action is <br />requested at this time. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Housing <br />BACKGROUND <br />The project site (shaded in red below) is located in the Downtown Precise Plan (DTPP) area (shaded in <br />pink below) and is comprised of one lot totaling 1.08 acres. The project site is bounded by Marshall (to <br />the north), Spring (to the south), Walnut (to the west) and a developed property/Maple Street (to the <br />east) – see Figure 1: Project Location and Context. Broadway near Spring is an entryway into the <br />downtown where Broadway narrows to one lane and is the location of one of the Redwood City gateway <br />signs (Climate Best by Government Test) – see Figure2: Panorama View. <br />12.A. - Page 1 of 15 <br />305
