Page 3 of 15 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />PROJECT DESCRIPTION <br />The proposal, by applicant R&M Properties, is to demolish the existing one-story medical buildings and to <br />construct a State-licensed senior residential care facility with 222 units (including 188 market rate <br />independent living units and 34 assisted living and memory care units), and approximately 1,200 sq. ft. of <br />retail space. No affordable housing units or voluntary compliance with the City’s Affordable Housing <br />Ordinance is proposed at this time. The proposal consists of a tower building along Marshall Street of up <br />to 21 stories (~250 ft.) which steps down to 2 stories (~35 ft.) along Spring Street – see Figure 3: Proposed <br />Rendering. Above ground structured podium parking would be on the bottom two floors of the tower <br />building with a total of 95 parking spaces, including tandem (20 spaces) and valet parking (24 spaces). This <br />generally equates to 0.4 spaces per unit. <br /> FIGURE 3: PROPOSED RENDERING <br />Requested entitlements include Downtown Planned Community Permit, potentially a Use Permit (if <br />general retail is proposed), a 20 percent density bonus, and State Density Bonus waivers of zoning <br />standards, including height. <br />The application included a preliminary application, which “freezes” the ordinances, policies, and standards <br />applicable to their project, with limited exceptions, to those in effect on the date when the preliminary <br />application was submitted. State law also prohibits cities from conducting more than five hearings on any <br />proposed housing development after the formal application is deemed complete, if the project complies <br />with applicable general plan and zoning standards.
