See the May 16, 2023 Planning Commission staff report for <br />more information about state housing laws. <br />The applicant filed both the preliminary application and a formal application on July 3, 2025. The City is <br />currently reviewing the formal application which has been deemed incomplete and is currently awaiting <br />information from the applicant to complete the application. <br />The goal of this study session is to obtain high level input from the City Council and the public at this <br />preliminary stage given the height of the proposal. At 250 ft. (21 stories), the tower would be one of the <br />tallest buildings on the Peninsula along with South San Franciso’s Genesis North Tower at 317 ft. (21 <br />stories), Foster City’s Metro Center Tower at 305 ft. (21 stories), and San Mateo’s 400 South El Camino <br />Real at 165 ft. (14 stories). Currently, the tallest buildings in Redwood City’s downtown area are the <br />Crossing 900 (Box) building at 128 ft. (10 stories) and Indigo apartment building at 114 ft. (10 stories). <br />The Planning Commission will serve as the decision-making body for the project in accordance with the <br />DTPP, with review and recommendations by the Architectural Advisory Committee. The Commission’s <br />decision may be appealed to the City Council. <br />ANALYSIS <br />The proposed project is for a State-licensed residential care facility for the elderly (or RCFE), which offers <br />a range of services for its residents as their needs change. Unlike typical multifamily apartment rentals, a <br />RCFE provides meals, housekeeping, personal care assistance, supervision, and access to shared amenities <br />and activities in addition to lodging. These services are provided as part of a comprehensive care package <br />to support seniors with varying levels of need. These extensive services will likely require several <br />employees, including daytime shifts, evening shifts, and overnight shifts, the details of which have not yet <br />been provided by the applicant. The unit sizes are on average approximately 1,200 sq. ft. and range from <br />studios to three-bedroom units, with the majority of the units being two-bedroom. The facility offers an <br />extensive range of onsite amenities, including a theater, fitness room, yoga room, dining rooms, <br />bar/lounge, swimming pool, salon, library, community rooms, and activity rooms. While no parking is <br />required since the project is within half of a mile of major transit stations (Transit Center) and given the <br />DTPP does not have minimum parking standards (consistent with Gov. Code section 65863.2 (AB 2097)), <br />the applicant proposes a total of 95 parking spaces on the first two levels of the tower building, which <br />includes valet and tandem parking. As the project falls within the AE flood zone (1% annual chance of <br />flooding or 100-year flood), residential buildings are not permitted to have parking below ground level. <br />12.A. - Page 4 of 15 <br />308
