Staff is obtaining data on the number of services calls these larger <br />facilities generate and will further analyze this once the project has been deemed complete. <br /> <br />Questions for Council <br />The project is very preliminary and has not undergone a detailed analysis as this only occurs after a project <br />is deemed complete, meaning that all of the required information has been submitted. The goal of this <br />study session is to obtain preliminary feedback from the City Council and community during this early <br />phase to help shape the project. <br />1. What feedback does the Council have on the height, massing, and design of the project? <br />2. Are there affordable housing provisions that the Council would like to see in the project to assist the <br />City in meeting its housing goals? <br />3. Is there any other feedback the City Council would like to provide regarding the project? <br />EQUITY IMPACT STATEMENT <br />There are 2,596 households headed by elderly residents, representing 8.4% of total households and 13% <br />of the population in Redwood City. A total of 5.5% of elderly residents are living in poverty in Redwood <br />City (Housing Element). The proposed Senior Residential Care Facility (SRCF) would provide housing needs <br />for seniors over 55 years old and would allow residents to age in place. This means that as the residents’ <br />needs change, the facility would be able to continue to provide onsite care. The facility would be a full- <br />service facility with extensive on-site amenities, including health and fitness, meals, activities, and general <br />care. There is a total of 36 assisted living facilities in Redwood City to serve 768 residents (both non-seniors <br />and seniors), however, there have not been any new SRCFs in Redwood City within the last ten years. <br />While this type of facility meets the City Council’s Strategic Priority of providing housing for seniors, it <br />does not include any affordability options. This study session provides an opportunity for early input on <br />the project, both from the City Council and the community. The City must evaluate the project based on <br />objective design standards. Staff is seeking input on the proposal at this preliminary stage of the project <br />review. <br /> <br />FISCAL IMPACT <br />All costs associated with consideration of the project will be borne by the Applicant. <br />ENVIRONMENTAL REVIEW <br />The City is reviewing the project in accordance with CEQA to determine the level of environmental analysis <br />required. <br />12.A. - Page 14 of 15 <br />318
