Page 1 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />DATE: September 8, 2025 <br />SUBJECT <br />Agreement for Services with Farallon Consulting, LLC to provide soil vapor investigation and as-needed <br />groundwater monitoring services <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute an Agreement for Services with Farallon <br />Consulting, LLC to provide soil vapor investigation and as-needed groundwater monitoring services in an <br />amount not to exceed $442,780 for the completion of services. <br />STRATEGIC PLAN GUIDING PRINCIPLE <br />Excellence in Government Operations <br />BACKGROUND <br />During the development of Sequoia Station Shopping Center (“Sequoia Station”) in the mid-1990s, soil <br />and groundwater investigations identified the presence of chlorinated solvents in the groundwater <br />beneath the property. Since July 2014, the San Francisco Bay Regional Water Quality Control Board <br />(“RWQCB”) has provided direction to the City of Redwood City Public Works Services Department (PWS) <br />on how to monitor and remedy the groundwater contamination. <br />As requested by the RWQCB, from February through April 2023, the City conducted remedial activities on <br />the site for chlorinated solvents in groundwater. Quarterly groundwater monitoring paused during the <br />remedial activities and resumed in the second quarter of 2023. Results show contamination in the <br />groundwater has significantly decreased, and at this time, the RWQCB is requesting a soil vapor <br />investigation to be conducted for the site to make progress towards case closure. <br />8.D. - Page 1 of 22 <br />36
