Page 2 of 3 <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.org <br />ANALYSIS <br />On April 18, 2025, the City issued a Request for Proposals (“RFP”) for a consultant to provide soil vapor <br />investigation and as-needed groundwater monitoring services at the Sequoia Station, both required by <br />the RWQCB. Staff emailed the RFP to potential firms and posted it on the City’s website. A total of 18 <br />potential firms were either contacted or expressed interest during the RFP process. Staff received <br />proposals from five consultants: <br />ACC Environmental Consultants, Inc. <br />Farallon Consulting, LLC <br />Geosyntec Consultants, Inc. <br />Groundwater & Environmental Services, Inc. <br />Roux Associates, Inc. <br />Staff evaluated proposals based on several factors, which included, but were not limited to, cost, <br />proposer’s qualifications and experience, and quality of services to be provided. Upon review, staff <br />determined Farallon Consulting, LLC (“Farallon”) provided a thorough proposal and workplan, reflecting <br />their team’s relevant experience while still maintaining a fair price. Therefore, based on an evaluation of <br />cost, experience, and other identified factors, staff recommends approval of a service agreement with <br />Farallon in an amount not to exceed $442,780. This amount includes a staff-recommended additional <br />contingency amount for any unanticipated work necessary to complete this project, which would have <br />been added to any awarded contract for this project. <br />FISCAL IMPACT <br />The amount is budgeted and available in the Sewer Capital Projects Fund. No additional funding is <br />required. <br />ENVIRONMENTAL REVIEW <br />This cleanup of a contaminated site is exempt from the California Environmental Quality Act (CEQA) as <br />defined under Section 15321 (Enforcement Actions by Regulatory Agencies) because it is an action <br />mandated by the RWQCB. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />8.D. - Page 2 of 22 <br />37
