Waive second reading and adopt an ordinance adding Chapter 49 (Hopeful <br />Horizons: Empowering Lives Initiative) to the Redwood City Municipal Code, an <br />anti-camping ordinance (Attachment A) modeled after the County of San Mateo’s <br />ordinance, with an added provision authorizing the City to remove an <br />encampment with 48 hours’ notice if it is located within 200 feet of a school, the <br />San Mateo County Navigation Center (located at 275 Blomquist Street), or a <br />waterway, and further directing staff to return to the City Council within two- <br />years of adoption of the ordinance with a comprehensive review of its <br />implementation and outcomes since adoption; and <br />2.
