Page 6 of 7 <br />10.PUBLIC HEARINGS Page 210 <br />10.A.Interim measures to support housing production and activation of commercial <br />space amid financial market constraints: Incentive Program for All-Residential <br />Developments and Suspend Green Infrastructure Development Standards for <br />Commercial Remodels <br />Recommendation: <br />1. Waive the first reading and introduce an Ordinance (Attachment A) approving <br />the Affordable Housing Incentive Program, which would amend the <br />requirements of the Affordable Housing Ordinance (Affordable Housing <br />Ordinance or AHO) through June 30, 2027; and <br />2. Adopt a resolution (Attachment B) suspending the Green Infrastructure <br />Development Standards for commercial remodels until such standards are <br />required under the San Francisco Bay Area National Pollutant Discharge <br />Elimination System Municipal Regional Permit (MRP) in order to support the <br />activation of existing commercial space amid current financial market <br />constraints. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />10.B.Introduce an ordinance adopting the 2025 California State Building and Fire <br />Codes by reference and local amendments thereto (Chapters 9 and 12), and <br />Municipal Code Ordinance updates to Chapter 14 (Refuse, Weed, Nuisance, <br />and Abandoned Shopping Cart Regulations and Abatement and Code <br />Enforcement Generated Permits) and Chapter 24 (Noise regulation) <br />Recommendation: <br />1. Hold a Public Hearing; <br />2. Adopt a resolution of the City Council of the City of Redwood City adopting <br />findings of necessity and need for amendments, deletions, and additions to the <br />2025 California Building and Fire Standards Codes; <br />3. Waive first reading and introduce an ordinance (1) repealing and replacing <br />Chapter 9 (Buildings) of the Redwood City Code and adopting new Chapter 9 to <br />include Title 24, Parts 1, 2, 2.5, 3, 4, 5, 6, 7, 8, 10, 11 and 12 of the California Code <br />of Regulations (the 2025 California Building, Residential, Electrical, Mechanical, <br />Plumbing, Energy, Wildland-Urban Interface, Historical Building, Existing <br />Building, Green Building Standards, and California Reference Standards Codes), <br />together with certain amendments, exceptions, modifications and additions <br />thereto, and adopting the 2024 International Property Maintenance Code and <br />(2) amending Redwood City Code Chapters 14 (Refuse, Weed, Nuisance and <br />Abandoned Shopping Cart Regulation and Abatement) and 24 (Noise <br />Regulation); <br />6
